Govt declares an all-out ban on Chand-led NCP’s activities

KATHMANDU: The Tuesday meeting of the Council of Ministers has decided to put a ban on activities of Netra Bikram Chand led Nepal Communist Party.

Stating that the Chand-led NCP is a criminal outfit involved in violation of people’s right to security and that it has infrastructural damages, extortion, among other illegal activities to its credit- the government is set to declare an all-out ban on the party, at once.

According to a Minister in the Oli Cabinet, the government intends to control activities of such outfits which could in time, if left untreated, lead to emergence of larger problems thereby jeopardising democracy.

The group in recent times had planted Improvised Explosive Devices (IEDs) on two separate occasions in the capital. One person lost his life in an IED explosion in February, while two others were injured in the same incident.

Next, they targeted the private residence of Rohan Gurung, the chairman of Nepal Association of Foreign Employment Agencies (NAFEA).

THT Online asked Constitutional Law Expert Bipin Adhikari regarding constitutional provisions on such steps, to which he responded, “Ban on criminal activities is a normal criminal justice process. Failure to ban on such activities carried out by criminal outfit would be a violation of criminal law instead.”

The Chand-led group has time and again ignored the government’s call for dialogue.
