नेपालमा संसदीय प्रजातन्त्र तथा सर्वोच्च विधायिकाका रुपमा संसद् भर्खरै स्थापित भएको परिप्रेक्ष्यमा यहाँ दवाब समूह कुन रुपमा कार्यरत छन् भन्ने प्रष्ट भइसकेको छैन । तर संसद्को प्रतिनिधिमूलक भूमिकामा क्रमशः तिब्रता एवम् बिस्तार आउँदैछ तथा जनप्रतिनिधिहरुले आफ्ना अधिकारलाई हदैसम्म दाबी गर्न थालिसकेका छन् । अतः संसद् शक्तिशाली हुँदै जाँदा दवाब समूह तथा लबिङ गर्ने संघसंस्थाहरु श्री ५ को सरकारका मन्त्री, प्रशासन तथा अन्त तिर रुमल्लिनु भन्दा संसद् तर्फ नै क्रियाशील हुनु अवश्यंभावी छ । प्रजातन्त्रमा लबिङ गर्ने दवाब समूह बनाउने तथा आफ्ना निर्वाचित प्रतिनिधिहरुलाई आफ्नो सरोकारको विषय बारे अवगत गराउने तथा उनीहरुबाट सम्पत्ति, सुविधा, हक इत्यादिको दाबी गर्ने अधिकार जोसुकैलाई छ । तर यसका लागि सांसद्हरुमा पनि उचित शिक्षा, सुझबुझ तथा सार्वजनिक नीतिनिर्णयका बारेमा राम्रो ज्ञान हुनु पर्छ । Hide Description

संविधानको आधारभूत संरचनाको अन्य मुलुकहरु सहित नेपालमा पनि आलोचना नभएको होइन । संवैधानिक तथा प्रजातान्त्रिक प्रक्रियाहरुको विकास दह्रो रुपमा संस्थागत (इन्स्टिट्युसनलाइजेसन) भइसकेपछिको सन्दर्भमा यसको महत्व घट्न पनि सक्दछ । तर वर्तमान राजनैतिक परिवेशमा यसको महत्वलाई सम्बन्धित सबै क्षेत्रले स्वीकार गरी सो अनुरुप संविधानको संशोधन, यसको व्याख्या तथा कानुनको तर्जुमा गर्नु पर्ने तथ्यलाई अस्वीकार गर्न सकिँदैन । हाम्रो संविधान केवल एउटा राजनैतिक दस्तावेज मात्र होइन । यो एउटा सामाजिक दस्तावेज पनि हो । यो एउटा सामाजिक दर्शनमा आधारित छ । हरेक सामाजिक दर्शनको दुईवटा विशेषता हुन्छन् । पहिलो आधारभूत विशेषता तथा दोस्रो परिस्थितिजन्य । आधारभूत विशेषता चिरस्थायी हुन्छ । तर परिस्थितिजन्य विशेषता वातावरण अनुसार क्रमशः परिवर्तन भईरहेको हुन्छ । अतः संविधानको आधारभूत विशेषतालाई पनि यसै अर्थमा लिनु पर्दछ ।Hide Description
