This Operations Manual has been prepared as a guide to the implementation of Law No. 7/2004 approving the Statute of the Provedoria for Human Rights and Justice (PDHJ). This is the main Law governing the operations of the PDHJ as the principal national institution of Timor- Leste working in the area of good governance, anti-corruption and human rights. The Manual covers only the Complaints Handling procedures of the Provedoria. (The Provedoria has other functions, including monitoring and promotional and education work, the procedures for which are dealt with in separate manuals) The Provedor may also conduct inquiries in the matters falling under its competence. This Manual does not discuss these other areas of work for which procedures will be developed in due course. Hide Description
