Unpublished Notes

This section of the website covers available notes of Bipin Adhikari on substantive areas where vigorous debate still continues (e.g. executive power, role of constitutional interpreter, federal structure, and electoral systems) and technical legal areas such as effective and sophisticated legal drafting. It also comprises of notes on constitution transition and implementation – legal services and analysis to support a more stable transition and implementation of the new legal framework, including issues regarding oversight of the devolution process, mechanisms of interaction between levels of government, legal and technical support to central and (future) provincial governments, technical assistance for drafting implementing legislation, and other related areas. Attempts have also been made here to provide Adhikari's notes and comments on legal reform and human rights issues in both Nepali and English.
