Echoing similar sentiments, Bipin Adhikari, dean at the faculty of law at Kathmandu University, said there needs to be technical upgradation of human resources within the court. “Number of bench assistants needs to go up as they are involved in writing verdicts,” he said, adding the apex court should be treated as constitutional court which is confined to mere interpretation of the constitution and setting precedents. “What we see is that every other issue is brought before the apex court whereby it gets bogged down with unnecessary issues. Instead, focus should be on increasing the jurisdiction of appeal courts and setting up specialised courts,” said Adhikari.
