Bipin Adhikari

Bipin Adhikari is a Nepalese jurisconsult. He is the Dean of Kathmandu University School of Law. Before joining Kathmandu University he led Nepal Consulting Lawyers, Inc - a group of legal professionals in Kathmandu.

A PhD of Constitutional Law, Adhikari is a senior constitutional expert, having significant academic interest in his subject as an independent constitution building specialist. Apart from constitutional law, he also has expertise in the area of institution building, human rights, access to justice, legal reforms, governance and democratization process.

Adhikari's career in the past has involved assignments with national and international agencies which include United Nations entities like the United Nations Office for Project Services (UNOPS), the Office of the United Nations High Commissioner for Human Rights (OHCHR), the UN Development Programme (UNDP), and the UN peacekeeping missions in Liberia and Timor-Leste.

His interviews and articles have been published in leading newspapers and magazines of the country including the The Kathmandu Post, The Kantipur and Spotlight newsmagazine. He also regularly shares his expertise on a variety of constitutional legal topics on local TV and radio programmes.

Adhikari was Chairperson of Nepal Constitution Foundation (NCF) based in Kathmandu until April 2014. The book that he recently wrote Constitutional Crisis in Nepal: Ensuring democratic governance during the transition to a new constituent assembly (Kathmandu: NCF, 2013) is an important contribution to the theme of crisis governance.

Adhikari continues to strongly support constitutionalism, the rule of law and liberal political causes in Nepal.

Umesh Gautam

Umesh Gautam, a graduate of Business Studies from Tribhuvan University, is working as office secretary at Kathmandu University School of Law. Before joining Kathmandu University in January 2014, he worked as a paralegal support to Dr. Bipin Adhikari at Nepal Consulting Lawyers, Inc. He has interest in the field of constitution building, legal documentation and other issues related to relations with the government offices.

As a paralegal support, Umesh had involvment in bringing out important books authored or edited by Dr. Adhikari including Nepalko Namuna Sambidhan, 2066 (the Model Constituon for Nepal, 2009), Nepal: Design Options for the New Constitution and Nepalka Khas Jati (The Khas People of Nepal).

Umesh also works as one of the editors of Newsletters regularly published by Kathmandu University School of Law Newsletter, which focuses on law school affairs. He worked in the project Consortium of Constitutional Experts (CONCOE) and Nepal Constitution Foundation (NCF) as programme assistant till December 2013. Umesh has strong support for democratic causes.
